PeopleForBikes is a bicycle advocacy group that works with state and local decision makers to make riding an e-bike easy and accessible for all. This is what they have to say about e-bikes:

  • E-bikes are a dependable option for people limited by fitness, age, or disability; and whose work commutes are within the 5-20 mile range and who traditionally drive.
  • E-bikes are as safe, stable, and sturdy as traditional bicycles.
  • E-bikes are not gas-powered bicycles, and are quiet and emissions-free.
  • Studies show that e-bikes do not travel significantly faster than regular bicycles and some instances, are slower, depending on the location and the rider.
  • The three main components that differentiate an e-bike from a traditional bike are the rechargeable battery, small electric motor, and handlebar computer with speed, mileage, and battery life indicators.

In the U.S. there is a three-class system for categorizing e-bikes.

Class 1: Pedal Assist
Top speed of 20 mph when the motor stops helping you.
Bicycle equpped with a motor that provides assistance only when a rider is pedaling, and that ceases to provide assistance when the e-bike reaches 20 mph.

Class 2: Throttle on Demand, top speed 20 mph
Bicycle equipped with a throttle-actuated motor, that ceases to privde assistance when the e-bike reaches 20 mph.

Class 3: Speed Pedelec, top speed 28 mph
Bicycle equipped with a motor that provides assistance only when the rider is pedaling, and that ceases to provide assistance when the e-bike reaches 28 mph.

In the U.S. e-bikes are required to display a label showing their class, top assisted speed, and wattage. Laws and regulations vary from state to state.

In Kentucky, and e-bike is defined at “bicycle”, so long as the e-bike has operable pedals and can be operated under combined human and motor power. The same rules of the road apply to both e-bikes and human-powered bicycles. E-bikes are not subject to registration, licensing or insurance requirements that apply to motor vehicles.

In many states, e-bikes are regulated under antiquated laws primarily aimed at combustion engine vehicles such as mopeds or scooters. PeopleForBikes and the Bicycle Product Suppliers Association are clarifying state laws governing the use of e-bikes in the U.S. Every state’s law is different, but the objective is to ensure that low-speed e-bikes are regulated similarly to traditional, human-powered bicycles
